FIFA announced the tragic news of Cameroon midfielder Marc-Vivien Foe (Manchester City) death after collapsing during the
FIFA Confederations Cup 2003 semifinal match against Colombia in Lyon just shortly after the end of the match.
The 28-year-old fell to the ground unchallenged in the 72.minute, where he was treated before being stretchered off and r
eceiving further medical treatment, including mouth-to-mouth resuscitation and extra oxygen. Medical staff are believed to
have tried to restart his heart for 45 minutes but without success.
Foe, who spent last season on loan at English club Manchester City from French club Olympique Lyon, died at his old clubs
venue. A FIFA spokesman said that his heart stopped after he was taken from the pitch. "This is a very sad day for football
for FIFA and for the player's family, this is all we can say at the moment," a FIFA spokesman said.
There will be an autopsy to determine the circumstances of his death.
Foe, 28, played more than 60 games for Cameroon and formerly played for West Ham United and RC Lens.

Note-1: East Bengal's preparations for the ASEAN Club Championships were given a boast as one of their Calcutta League matches against EverReady has been indefinately postponed by the IFA, keeping national interest in view as the IFA secretary Subrata Dutta stated. But East Bengal's match against Wari AC coming Monday will not be postponed, as this would create scheduling problems for the IFA. East Bengal's last match before leaving for Indonesia for the ASEAN Club Cup, will be the high-profile derby against rivals Mohun Bagan.
Note-2: The Sporting Clube de Goa "on loan" player issue doesn't seem to end...
Sporting Clube yesterday held an executive meeting to discuss the clubs response to the AIFF disciplinary committee's
imposing a fine of Rs. 100,000 on the club, as the club hasn't received an explanation from the AIFF, as to why they have
been fined. The club has lodged a protest with the AIFF committee to give an explanation or take back the fine decision.
Meanwhile Fransa FC president Mickky Pacheco said that his club has also appealed to the AIFF but asking why the Fransa's
protest was rejected on technical grounds.

Note-1: The Sports Authority of Goa has expressed shock and disappointment over the veiled attack made by
the Goa FA in their press conference last Saturday and in their subsequent reply pertaining to the clarification sought on
the complaints made by the sports clubs to the sports ministry about alleged violation of the election procedures by the FA.
VM Prabhudessai, SAG executive director, said, "SAG still feels that better sense will prevail and GFA will accede to the
directions of SAG and submit all the documents called for by June 26 and seize this golden opportunity to come clean on the
election procedures adopted by them and also leave the path of confrontation and rebelling attitude and work to create
congenial atmosphere for promotion of Football instead of reading venom," the statement says.

Note-1: An oHerald report: The Goa Football Association today charged the Sports Authority of Goa's inquiry
as interference in its administration, questioning at the same time the legality of holding an inquiry by the Executive
Director of SAG.
GFA also prayed that SAG investigates into the complaints dated June 17 of 23 clubs of the GFA and lodge a police
complaint for forgeries allegedly committed by these clubs.
In a nine-page reply - signed by GFA ad-hoc committee joint secretary Agnelo Mascarenhas - to the SAG show cause notice
served on it, after a request from 28 clubs was made to the Sports Ministry, alleging violation of the GFA election process,
the GFA sought to know as to which are the powers conferred on SAG Executive Director (ED) that permits him to conduct the
inquiry.
The GFA submitted that as it felt that the SAG nor the Executive Director had any powers to institute an inquiry, it
would not submit the documents asked for, until such time it is clarified under which powers is the SAG or its ED empowered
to hold such a probe.
GFA pointed out that the power of the Executive Director were contained in Art 9 rule 8 (c) clause 8 of the SAG
Constitution, which states that the Executive Director is responsible for the day to day administration of the SAG and the
further powers are spelt out in (b) to (m).
Nowhere any powers have been conferred on the SAG Executive Director to hold an inquiry into the internal management and
working of an Association, the GFA claimed.
'For that matter even the general body or the governing body of the SAG do not have the powers to intrude upon the
management and functioning of the GFA, although, Clause 8 (a) (4) empowers it to derecognise an Association. This can be
invoked only by the General Body and that too on account of the disciplinary reason of mismanagement,' the GFA claimed in its
reply.
The GFA pointed out that the letters of the clubs had been addressed to the Sports Minister, Mr Mickky Pacheco and not
the SAG Executive Director.
"Incidentally, Mr Pacheco has also filed his nomination for the post of the President and any direction by the Sports
Minister at this stage should not be adhered to by the SAG," GFA urged in its letter claiming that Mr Pacheco was misusing
his powers to further his prospects in the elections.
Regarding allegations about the election procedure, the GFA stated in its reply that the elections were being held as per
the GFA Constitution.

Note-1: The Federation Cup will be held in a little over a month's time from July 25 in Calcutta but so far
no title sponsor has been found for the Indian version of the FA-Cup nor have the Indian football television rights been
sold.
The 25th Federation Cup had to be postponed from last season due to lack of time in the Indian football calendar,
especially due to commitments of the national team.
The AIFF and it's marketing agents Strata were working on getting a sponsor for the tournament but haven't been able to
convince any corporate house to sponsor the event but were hopeful to succeed in the coming weeks. The last Federation Cup in
2001 was held in Chennai without any sponsor.
Meanwhile on the TV rights front also no sign of results. As the situation stands now, no matches of the Federation Cup
or any other tournaments would be shown this season as the AIFF has been unable to seal the TV rights. Until last season the
AIFF had a contract with the AIFF worth more than Rs 70 million but the state broadcaster did not renew the contract.
The AIFF had held talks with the American sports channel ESPN but nothing has come out of this, as ESPN had given it's
guidelines for taking on the Indian football rights, like proper scheduling of events and also they were willing to pay less.
So now talks are said to be on with another sports channel, who might not buy the live rights but just the rights to show
capsules.
Note-2: Will Jose Barreto play for Mohun Bagan this season?
This is something that the Bagan team management and club fans might have to think about...
The Brazilian on whose shoulders Bagan's success has been resting for the last few seasons, is still owed a substancial
amount by the club and before he is not paid his dues, Barreto might not return to Bagan. The club officials are working on
getting that sum together for Barreto to return before the crucial first derby against East Bengal on July 5 in the Calcutta
League.
Meanwhile Bagan's other Brazilian signing Marcos Pereira travel documents and ticket have been sent to Brazil and he is
said to arrive in Calcutta coming Saturday.

Note-1: The disciplinary committee of the AIFF met under it's chairman Hardev Jadeja along with other
members NA Khan, M Mohan, LR Natarajan and Rakesh Bakshi, to discuss numerous issues which have been pending over the last
few weeks.
- In the most awaited decision Sporting Clube de Goa have been fined Rs 100,000 (to be paid in the next 30 days) for
having signed a third player on-loan from their home state, which is against AIFF legislation. The player concerned in this
case was Bungo Singh, who even played a match for Sporting Clube. The official who allowed the transfer, Victor Fernandes, a
joint secretary in the Goa FA ad-hoc committee, has resigned and has also been banned from all football-related activities
for one year.
So Fransa FC's protest has been turned down by the AIFF, even though Sporting Clube's fault has been admitted. The reason
why Fransa's protest has not been accepted, was of formal nature (Article XIII 1. Protest relating to qualification and
eligibility of players participating in the competition must be submitted to the Match Commissioner with a copy to the
Honorary Secretary of AIFF, as soon as the final registration of players has been circulated to the participating teams (In
this case during Manager's Meeting); 2. Protest against any incidents that occurs during a match shall be communicated orally
by the team captain immediately after the disputed incident and before play has been resumed. The team manager shall confirm
such protests in writing to the Match Commissioner within two (2) hours after the match; 3. All protests must be in writing
and must be accompanied by a fee of Rs. 1,000."
- Vasco's protest against the eligibility of East Bengal's Brazilian Douglas da Silva, whose visa was said to have ended
before the crucial NFL match Vasco, so ineligible to play, has been turned back, as East Bengal have send-in documents to
prove that Douglas had a valid visa.
- The official from the Mizoram FA responsible for his states fielding of an ineligible player in the NorthEast Zone
under-21 championships has been suspended from football-related activities for one year.
- The explanation from Shanmugam Venkatesh why he was absent from the medical camp earlier this month in Calcutta was
accepted but in future he would be suspended. Venkatesh stayed away from the camp due to illness of his mother. In future
players should have to report at the camp and then requested for release on personal grounds.
Note-2: Now that the decision has been taken by the AIFFs disciplinary committee on the on loan issue of
Sporting Clube de Goa, Fransa FC president Mickky Pacheco is contemplating taking legal action against the AIFF and GFA.
First of all a meeting of the Fransa board would be held tomorrow and then necessary action taken.
The question that Mr. Pacheco is asking is, the GFA's and Sporting Clube's mistakes have been admitted but why has
justice not taken place for his club? Simple reason, a technical mistake on Fransa's side, though Mr. Pacheco says, he had
alerted the officials at the AIFF and GFA in mid-March, when the 2.Division National League West Zone qualifiers were being
held in Indore but only on April 28 a written complaint was placed with the AIFF, too late according to the legislation.
More to follow in the coming days...
Note-3: The three-member Court appointed committee at Mohun Bagan are working towards building a strong team
for the current season. Today eleven players were registered at the IFA today, namely - Hardeep Singh Saini, Hardeep Singh
Gill, Harpreet Singh, Balkar Singh, Sanjib Kumar Maria, Manitombi Singh, Abhay Kumar, Rishi Kapoor, Rocus Lamare and Bilifang
Narzary.
Also the committee is working on the finances for the Brazilians Jose Barreto and Marcos Pereira, who are said to arrive
in the coming week, ahead of the season's first derby against East Bengal on July 5.
Note-4: Goan Sports Minister Mickky Pacheco, who is also Fransa FC president, once again reiterated today
that he would not contest the Goa FA elections, if a committee headed by Shivanand Salgaocar was formed with only new faces
in the committee, otherwise he would stand for the presidential elections.
Mr. Pacheco was also open for further talks with GFA president Vinod Parkkot on the issue, if interested.

Note-1: When one thinks about Rajasthan one things of marvellous palaces, beautiful scenaries, it's one of
India's most interesting tourist destinations but that Rajasthan has a footballing past, when it brought out Indian
internationals like 1970 Asian Games bronze medal winner Magan Singh, also an India captain; is often forgotten.
The Rajasthan chief minister Ashok Ghelot had announced at the final of the Rajiv Gandhi Trophy a few weeks ago that
his hometown Jodhpur would get a football Academy.
The district administration prepared the scheme and sent it to the state government for necessary financial sanctions,
Collector Rajak Kumar Mishra said. The academy, to be named after the late Rajiv Gandhi, would be set-up at the Old Stadium
Complex, which will have a hostel, a gymnasium and a mess, besides necessary staff, is likely to cost the exchequer Rs 5,7
million. The Rajasthan Housing Board would renovate the Old Stadium for setting up the academy.
Note-2: Mohammedan Sporting Club have appointed former IFA secretary Ranjit Gupta as the clubs planning and development committee chairman. The new formed committee will work out plans for youth development and an own Academy.

Note-1: Mohun Bagan received Rs 1,6 million from their sponsors McDowell's today, through which they were
able to make initial payments to some of their players. The Punjabi quartet of Hardip Singh Saini, Hardip Singh Gill, Balkar
Singh and Harpreet Singh and Rishi Kapoor got some of their signing fees, while others got their monthly salaries.
Meanwhile Aloke Mukherjee and Atanu Bhattacharya signed as the club coaches and also got part payments.
Further talks were being held with McDowell's to release more finances to sign the Brazilians, Jose Barreto and Marcos
Pereira. While Pereira's payment has been assured, Barreto's finances are still being worked out and the club knows his
importance to the team!
Note-2: The twist and turns in the build-up to the Goa FA elections continue.
Today the head of the GFA ad-hoc committee Vinod Parkkot met the Goan Sports minister Mickky Pacheco, who is one of the
candidates for the post of GFA president. But in a surprise turn, Mr. Pacheco told Mr. Parkkot that he would like Shivanand
Salgaocar to head the GFA but that the executive committee to be constituted of new faces, who haven't held positions in the
GFA in the past or are part of the ad-hoc committee. Mr. Pacheco said, he would pull out of the elections in favour of Mr.
Salgaocar, if the ad-hoc committee agreed to his demand. He gave Mr. Parkkot 48 hours to get back to him, otherwise we would
stand the elections.
Meanwhile Curtorim Gymkhana stated that they had not signed any petition against the GFA, questioning if all clubs
mentioned on the petition had actually signed the document.
The GFA election build-up remain interesting...
Note-3: After the first edition of the Dr. T. Ao Trophy was held in May 2003, the planning for the second
edition of the tournament, which has the aim to promote football in Northeastern India, could start soon.
The department for Development of North Eastern Region (DONER) had put in the finances, something close to Rs 2 million
and the Union minister for DONER, CP Thakur, had said on the day of the final that the tournament would rotate between the
Northeastern states with Manipur to host the second edition. The Manipur government is now awaiting confirmation from DONER
to host the Dr. T. Ao Trophy next year in Imphal. If confirmed the Manipuris would look into the organisation of the first
edition and the mistakes made and also use their experience of hosting the Santosh Trophy in 2002.

Note-1: If Mohun Bagan wants to solve the problems with it's players, it will have to get it's sponsorship
money from the UB-Group. The four Punjabi recruits have threatened to return home and disallow the Inter-State Transfer with
the AIFF, while other players are also becoming more and more discontent.
The club through their court instated committee hopes to start paying players from tomorrow and hoped for further
finances, so that the Brazilians Jose Barreto and Marcos Pereira could be signed.
The warring factions met, with the usual problems but in the end sense, seemed to prevail as the two sides wanted to
work together in the interest of the club.
Note-2: The Sports Authority of Goa has been asked by the State Sports Minister Mickky Pacheco to issue a
show cause notice to the Goa FA why it should not be derecognised after the sports minister received a complaint signed by
22 clubs.
The letter was signed by the following clubs - Candolim SC, Nerul SC, Young Boys of Chicalim, Cabesa SCC, Velsao Pale SC,
Benfica YC, St Rock's YC, Majorda, Arpora SC, Ambelim SC, Dona Paula SC, AA de Majorda, UC Seraulim, Baina SC, Sirlim SC, CYA
Mobor, St Cruz Club of Cavelossim, PY Nuvem, Curtorim Gym, St Rock's SC, Fatrade, Holiday SC, Arpora, Siolim-Sodiem SCA and
FC Siolim.
The question which should be discussed is, are the elections being held fair and freely???
The letter questions this clearly as an ad-hoc committee is running the affairs of the Goa FA, with some from the ad-hoc
committee standing for elections.

Note-1: With former justice G.N. Ray taking charge of affairs at Mohun Bagan, he seems together with his two fellow colleagues from the instated committee, getting things in order after weeks of chaos with the committee also convincing the opposing fractions to bury their differences in the interest of the club. If it works will have to be seen but one thing that the committee is working on is getting the guaranteed sponsorship money from McDowell so that the players can be paid. Hopefully Bagan will now sail into less troubled waters, one can only wish for the coaches and the players, who are made to suffer in such a situation.
Note-2: Goan giants Salgaocar Sports Club, who are Goan Pro League champions plus runners-up to East Bengal
Club in the National League and will participate in the AFC Champions League this season, started it's training today at
Utorda Grounds, Salcete. Salgaocar lost some of their key players in goal, defence and upfront but also made some sensible
signings, besides taking five SESA Academy players and seven Salgaocar under-19 team on board.
As Salgaocar have taken so many young players on board, the club has decided to field a Salgocar Juniors team in the
Goan Third Division league, so that the players can get match practice and gain in experience.

BMFC have offered Nayeem a five month contract for the Mumbai season with a chance of extension, if the team qualifies for the 2.Division National League.
Note-2: With elections coming-up for the Goan FA executive committee, things are heating-up dangerously.
A police complaint has been lodged by the Goa FA, which stated "the sports minister, Mickky Pacheco allegedly threatened
the members of the ad-hoc administrative committee over the "scrutiny" process soon after the deadline for filing nominations
for the elections to be held on July 20 expired this evening".
At the GFA offices, Mickky Pacheco along with Radharao Gracias plus further persons budged their way into an ad-hoc
administrative committee meeting discussing the nominations for the GFA posts. The situation seemed to be getting out of
control, when the police was called.
Note-3: a PTI report: Indian football history was emblazoned when a road was named after a legendary footballer during his lifetime in Calcutta yesterday. The move by the Rajarhat-Gopalpur municipality to name a road after legendary Olympian footballer Sailen Manna during his lifetime has been hailed as unprecedented by none other than PK Banerjee. Incidentally, the 'Sailen Manna Sarani (Road)' was inaugurated by an emotional Manna himself by unveiling a plaque in the northern part of the city. Speaking on the occasion, Manna, adjudged India's footballer of the last millenium, said "it's a different feeling altogether to walk on the road that is named after me. This is the second most memorable moment of my life after I received the Padma Shree award."

Note-1: Tomorrow will see the IFA hosting the Yamaha Libero Cup Challenge, a one day football tournament, a
new concept in India. The Saltlake Stadium will witness Calcutta's four National League teams in action. In the first match
at 15.00 h NFL champions East Bengal take on Tollygunge Agragami, while troubled Mohun Bagan take on Mohammedan Sporting at
16.30 h. Both matches will be of 60 minutes duration, with two 30 minute halfes and the winners taking on each other in the
final at 19.00 h to decide the champions of the tournament.
In the tournament the teams will show their new acquisitions and also might test a few things before the Calcutta Super
Division starts and there are numerous interesting questions, which might be answered tomorrow.
e.g. Will Baichung play for the first time back at East Bengal? Will Mohun Bagan play at all? And how do the new players
at Mohammedan Sporting play?
The tournament will be shown live on ETV Bangla from 15.00 h live!
Note-2: The chaos at Mohun Bagen reached a new level today at the clubs Tent at the Calcutta Maidan.
Shyamal Sen, one from the appointed committee, came to the Tent today to talk to the players about tomorrow's
participation of Mohun Bagan in the Libero Cup and the payment backlog with numerous players. Sen convinced the team to take
part but some senior players haven't still received their dues from last season, while some new signings haven't received
anything from the club yet. So the discontent among players is big and coach Aloke Mukherjee said he would not interfere
with the players as it was their decision.
Also while Shyamal Sen was talking to the players, the police had to be called-in to clear unwanted guests on the club
premises, who were creating problems. Also the player kits for tomorrow had been stolen, which had to be rebought today, as
otherwise the team could not play.
An believable chaos at Asia's oldest club...
Note-3: The Goan Sports Minister Mickky Pacheco presided over a meeting of all Goan football clubs
registered with the GFA, which were invited by the Sports Authority of Goa, to discuss ways to develop the game in Goa.

Vasco, Dempo, Churchill Bros and newly promoted Sporting Clube de Goa - help their cause in India's Premier League.

extend of work. So from now on, not only the top level pro clubs in Goa would get state government support but also other
clubs, who have been doing and still are doing good work!
Note-4: We reported two days ago that Shivanand Salgaocar would stand elections for the post of Goan FA president and if no other candidate would stand for the post, he would automatically would get elected. But now he is to get an opponent in Goan Sports Minister and Fransa FC president, Mickky Pacheco who will file his nomination papers in the coming days.

Note-1: In a somewhat surprise move, the AIFF president DasMunshi informed the press in Calcutta that India
would not be travelling to Vietnam in August to defend their title, which India had won last year. The official reason behind
the pullout is the lack of preparation time ahead of the rescheduled LG Cup. Originally the LG Cup was supposed to be held in
September but the organising Vietnam FF decided to prepone the tournament to August, which fitted better into it's own
scheduling. The AIFF had asked the VFF to hold the tournament on it's original date but they did not oblige.
The problem with the LG Cup, now scheduled for August 22 to 31 is that the Federation Cup only gets over on August 7,
which would have given national coach Stephen Constantine just two weeks to prepare the team. And this seems to be a lesson
learned from the SAFF Cup desaster, as the team then had only a few days to prepare and faired badly for our own standards.
The AIFF had earlier passed-on an idea to send NFL champions East Bengal Club as the Indian representative instead of the
Indian national team.
The focus for the senior national team will now be on the inaugural Afro-Asian Games in October/November. To give the
team the much needed exposure, the AIFF is working on arranging several practice matches against strong Asian opposition like
Saudi Arabia, Qatar, Iran and Thailand.
Also Mr. DasMunshi informed that the executive committee had decided to launch a new international tournament, similar to
the now defunct Nehru Gold Cup, involving two or three European national teams. The first edition of the tournament could
be held after the Afro-Asian Games.
Note-2: The Guwahati football season will kickoff on June 15 with the season-opener tournament, the 4th
Mahendra Mohan Choudhury Trophy. The Guwahati Sports Association would once again organise the tournament with 10 teams
participating - Assam State Electricity Board, Assam Dynamo Club, Guwahati Town Club, Maharana AC, Northern-Frontier Railway
SC, Assam Police (Blue), Young Amateur Club, Food Corporation of India, Jewel Star and Rising XI.
Meanwhile the Guwahati Super Division will begin from first week of July with eight teams - ASEB, Assam Dynamo Club,
Guwahati Town Club, Maharana AC, Northern-Frontier Railway SC, Rising XI, Young Amateur and Assam Police (Blue) - taking
part. The League format has been changed, with a first leg deciding the top and bottom four teams, then in the second leg the
top four teams will play for the championship, while the last four will play to avoid being relegated.
Note-3: Now here something, which I picked-up from the AFC Site (footballasia.com).
The India Vs Uzbekistan encounter in the AFC Women's Championship at the Nakhon Sawan Stadium in central Thailand on
Monday was enlivened when a large snake slithered onto the playing surface.
The snake was spotted by an alert medical team situated at a corner of the ground and they captured it without the game
being disrupted.
"It was a bit of a shock to see a snake on the pitch," admitted an official. "The medical team surrounded it and soon had
the situation under control."
The Nakhon Sawan Stadium is close to hilly countryside where snakes are common. Group C of the AFC Women's Championship,
involving China, Vietnam, India and Uzbekistan, is being played outside of the Thai capital Bangkok to give fans in the
provinces an opportunity to watch international football.

Note-1: The AIFF's "fitness for football" programme started today at the SAI Eastern Centre at the Saltlake
Stadium complex, Calcutta. The four day programme for India's senior and under-23 national team players is to assess the
fitness levels of the players, which from now on will be checked at the beginning of each season...
AIFF secretary Alberto Colaco today informed that the AIFF would work towards increasing the number of players coming
through the system. One of the plans is to have inter-zonal tournaments for under-16 and under-19 boys. About 25-30 boys
would be picked in the five zones and play against each other.
The AIFF was also planning to launch a national under-13 school football, for which the best school from each state would
qualify and such tournaments should also be held at state level, so that talented footballers can be spotted.
Note-2: The problems at Mohun Bagan don't want to end. Today Justice Umesh Banerjee resigned from his post
as instated Special Officer of the club's football team, citing time problems as the reason behind his decision.
It came as a surprise to the Mohun Bagan officials and the two other Special Officers as a meeting with Umesh Banerjee
had been set for today to sort out problems in forming the team for the upcoming season. But the impasse at the club and
problems seem to continue...
